Stalled app development

I tried to create an app for our nonprofit in HTML5 instead of the native languages. I was told to run my finished code through PhoneGap. I did and got products back that were supposed to be ready to just upload to Apple and Google. Didn't happen. The systems are too complex for me to get through also. I just need someone to take the materials I have and input them into the native code formats for Apple and Google. Our app is really just a how-to-draw app much like the iDraw apps on the Apple store by YiLian. I have published the material I have as a kind of e-book on our site at bit.lt/WzOApq.
