Official Rules
The Institute of Electrical and Electronics Engineers, Inc., 445 Hoes Lane, Piscataway, New Jersey 08854 (“Sponsor”) is pleased to sponsor this Contest to help change the world by developing ideas for mobile apps that will have a positive impact in changing lives.
1. BACKGROUND
Mobile devices have become essential tools for bringing new economic opportunities to parts of the world that may have no other access to computing technologies or other forms of communication. The ability to provide real time information and to extract pertinent data can create new job opportunities and more importantly save lives. Anyone with access to a mobile device can be provided access to education and other information to help their endeavors.
Today, there are many philanthropic and humanitarian organizations trying to help improve the quality of life for those afflicted by poverty, malnutrition, harsh environmental conditions, gender inequality, disease and disabilities, as well as aiding in the aftermath of natural disasters. Their goals may all vary, but their missions are all the same, namely working to benefit humanity. Engineers can view an organization's business from a different perspective and envision a plan for integrating computing technology to enhance the activities conducted or streamline the processes used within an organization.
Here is your chance to help change the world! App-E-Feat is looking for you to develop ideas for mobile apps that will have a positive impact in changing lives. You do not need to write or program the app (extra bonus points if you can!) You just need to concisely describe your idea and either 1) provide a mock-up (sample) screen shots and drawings of your ideas or 2) Build the app itself. Tell us what problem you are trying to solve and how your app will help achieve your goals. Tell us who the intended audience is for your app and how it ties into one of the Clinton Global Initiative missions:
Also explain how any collected data will be used. Don’t forget that mobile devices now have cameras and GPS so think about using these features as well when you are developing your App-E-Feat idea. The app does not need to run on all Android, iOS, or Windows mobile devices, just on one of these.
2. ELIGIBILITY AND AGREEMENT TO OFFICIAL RULES
The Contest is open to any individual, (or team) who is at least 18 years of age (“Participants”) . Employees, officers, directors, agents and representatives of Sponsor and their immediate family members and those living in their households are not eligible to enter or win. Participants are subject to all applicable federal, state and local laws and regulations. Void where prohibited by law. Limit one Submission per person or team. Those who submit multiple entries will be disqualified. In the event Sponsor concludes that a potential winner is or should be ineligible, the potential winner will be disqualified, not receive a prize and an alternate winner will be selected, using the methods described in these Official Rules.
By participating in this Contest, Participants agree to abide by these Official Rules as established by Sponsor and/or as may be amended or changed by Sponsor subsequent to the commencement of the Contest, in Sponsor’s sole discretion and without notice. Sponsor reserves the right to review and qualify all Submissions and to reject any Submissions that do not meet the requirements for participation as established by Sponsor. Decisions of Sponsor are final and binding in all respects.
3. SUBMISSION PERIOD/ CONTEST SCHEDULE
The Contest submission period (“Submission Period”) begins at midnight, February 18, 2014 and closes at midnight on May 19, 2014. The duration, commencement and ending of the Submission Period are subject to change based on Sponsor’s sole discretion.
Winners will be announced Friday, June 20 2014 at appefeat.org, and via email notification to winners.
4. HOW TO ENTER
Entries will be accepted online at http://www.appefeat.org.
Submissions must concisely describe the Clinton Global Initiative problem it is helping to solve, and provide mock-up (sample) screen shots and drawings of the ideas as they apply to the identified Clinton Global Initiative categories. Tell us what problem you are trying to solve and how your app will help achieve your goals. Tell us who the intended audience is for your app and how any collected data will be used. If you have completed an app, please tell where it is available: Google Play™, App Store™, Windows Store™. Only completed apps developed within the past year will be considered eligible. Do not attempt to send your App directly to the Sponsor. Once a connection with an individual and organization is made, IEEE is no longer responsible for the communications and the outcome.
All Submissions must include the name, mailing address, telephone number, e-mail address, and date of birth of the Participant. If the submission does not include all items listed, the submission can be disqualified at the discretion of the sponsor.
EVALUATION CRITERIA (100 point total)
The selection of a winner will be determined by our panel of 10 judges using the following criteria.

All Submissions must be in electronic format submitted via http://appefeat.org. No CDs or other digital media will be accepted.
In the event that similar Submissions are submitted by multiple participants, Sponsor reserves the right to select the prize winners based on the criteria listed above. The odds of winning are not capable of being calculated due to the uncertainty over the number and quality of the Submissions received.
TECHNICAL SPECIFICATIONS
PRIZES AND AWARDS
Each winner will be aligned with a mentor with the sole intention of expanding awareness of technology’s role in mitigating global problems. In addition, the winning Apps will either be available for download or developed for download.
First Prize: Ipad Air and Mentor Relationship
Second Prize: Gift Certificate and Mentor Relationship
Third Prize: Gift Certificate and Mentor Relationship
Taxes, if any, are the sole responsibility of each prize winner.
5. LEGAL MATTERS: INTELLECTUAL PROPERTY, LIABILITY, participant REPRESENTATION AND CONTEST TERMINATION
5.1 Material Integrity
By entering the Contest, each Participant represents and warrants to the Sponsor that:
The Sponsor reserves the right to cancel, terminate, modify, or suspend the Contest in its sole and absolute discretion if the Contest becomes technically corrupted or is not capable of being run as planned, including, but not limited to, as a result of infections by computer virus, bugs, tampering, unauthorized intervention, fraud, technical failures or any other causes beyond the control of the Sponsor that corrupt or affect the administration, security, fairness, integrity, or proper conduct of the Contest.
5.2 Intellectual Property
All Submissions provided in connection with the Contest shall remain the property of Participants, although Sponsor may retain print and electronic copies of the Submissions in perpetuity if it chooses to do so. By participating in this Contest, Participants grant to Sponsor a perpetual license to copy, distribute, display, and perform the Submissions and make derivative works based on the Submissions only for noncommercial purposes under the Non-Commercial Creative Commons License, which terms can be found at http://creativecommons.org/licenses/by-nc/3.0/us/legalcode.
5.3 Accountability
By entering, each Participant releases and holds harmless the Sponsor or, any other entities involved in the administration of the Contest, each of their respective parents, subsidiaries and affiliates, and each of their respective directors, officers, employees, and agents (collectively, the “Sponsor Parties”), from any and all responsibility, damages (including without limitation direct, indirect, incidental, consequential, punitive, and statutory damages), penalties, costs, liabilities, and losses of any kind arising out of or relating to: (i) participation in the Contest; (ii) any violation by the Participant of these Official Rules or any laws; (iii) any copyright, trademark, patent, trade secret, right of publicity, or other intellectual property misappropriation or infringement attributable to Participant or his or her Submission. Without limiting the foregoing, the Sponsor Parties are not responsible for any injury or damage to Participants or any other person’s computer related to, or resulting from participation in, or downloading any material in connection with, the Contest. If anyone makes any claim against any of the Sponsor Parties arising out of or relating to any of the Causes attributable to a Participant, such Participant (or Guardian in the case of a Minor) will pay for any damages, penalties, costs, liabilities, and losses, including without limitation attorneys’ and experts’ fees and costs, incurred by any of the Sponsor Parties in connection with such claim. Sponsor is not liable for any typographical or other error made in the printing of these Official Rules.
Sponsor may, within its sole discretion, require each prize winner to sign and return an affidavit of eligibility and liability and publicity release, in which each winner consents to the use of his or her name, age, hometown and photo by Sponsor for advertising and promotional purposes, without any additional compensation, wherever lawful, as a precondition to award of a prize. If any prize winner fails to sign and return the requested affidavit of eligibility and liability/public release as requested by Sponsor, that winner may be disqualified, and his or her prize will thereafter be awarded to an alternate winner from the remaining valid Submissions using the criteria specified above.
6. DISPUTES
EACH PARTICIPANT AGREES THAT: (1) ANY AND ALL DISPUTES, CLAIMS, AND CAUSES OF ACTION ARISING OUT OF OR IN CONNECTION WITH THIS CONTEST, OR ANY PRIZES AWARDED, SHALL BE RESOLVED INDIVIDUALLY, WITHOUT RESORTING TO ANY FORM OF CLASS ACTION, PURSUANT TO ARBITRATION CONDUCTED UNDER THE COMMERCIAL ARBITRATION RULES OF THE AMERICAN ARBITRATION ASSOCIATION THEN IN EFFECT, TO TAKE PLACE IN NEWARK, NEW JERSEY; (2) ANY AND ALL CLAIMS, JUDGMENTS AND AWARDS SHALL BE LIMITED TO ACTUAL OUT-OF-POCKET COSTS INCURRED, INCLUDING COSTS ASSOCIATED WITH ENTERING THIS CONTEST, BUT IN NO EVENT ATTORNEYS' FEES; AND (3) UNDER NO CIRCUMSTANCES WILL ANY PARTICIPANT BE PERMITTED TO OBTAIN AWARDS FOR, AND PARTICIPANT HEREBY WAIVES ALL RIGHTS TO CLAIM, PUNITIVE, INCIDENTAL, AND CONSEQUENTIAL DAMAGES, AND ANY OTHER DAMAGES, OTHER THAN FOR ACTUAL OUT-OF-POCKET EXPENSES, AND ANY AND ALL RIGHTS TO HAVE DAMAGES MULTIPLIED OR OTHERWISE INCREASED. ALL ISSUES AND QUESTIONS CONCERNING THE CONSTRUCTION, VALIDITY, INTERPRETATION AND ENFORCEABILITY OF THESE OFFICIAL RULES, OR THE RIGHTS AND OBLIGATIONS OF PARTICIPANT AND SPONSOR IN CONNECTION WITH THE CONTEST, SHALL BE GOVERNED BY, AND CONSTRUED IN ACCORDANCE WITH, THE LAWS OF THE STATE OF NEW JERSEY, WITHOUT GIVING EFFECT TO ANY CHOICE OF LAW OR CONFLICT OF LAW, RULES OR PROVISIONS (WHETHER OF THE STATE OF NEW JERSEY OR ANY OTHER JURISDICTION) THAT WOULD CAUSE THE APPLICATION OF THE LAWS OF ANY JURISDICTION OTHER THAN THE STATE OF NEW JERSEY.
